Copyright Collective Management In The Digital Library Information Resources Development And Utilization

Copyright issue is one of the problems which restrict digital libraries'development, and the magnanimity of digital libraries'information resource made the copyright issue of digital library to be harder. To solve the copyright issue of the development and utilization of digital libraries'information resource, we can use except"fair use"and other means to limit the copyright but the means to authorize the right to the digital libraries to develop and utilize the information resource. Among the means of authorization, copyright collective management provides a good solution to the magnanimity of information resource of digital library, and whether in the authorizing costs or in the authorizing efficiency, copyright collective management also have incomparable advantages, and it must be the main authorizing method in digital libraries'information development and utilization. So based on the summarizing of digital library and its information resource, and copyright collective management, this paper analyzed the influence of copyright collective management to digital library information resource development and utilization,and analyzed its problems and shortcomings. At last this paper pointed the suggestion to consummate these problems.
