P2P technology has long existed, but after the popularity of the Internet, the download program based on the technology has great impact on copyright protection, copyrights owner really want to solve the problem. In this paper, a large number of interviews and questionnaire survey is conducted. Based on the use of induction and case analysis, research methods, existing P2P technologies are analyzed. The P2P download process is divided into two levels, so two different management methods is used, through Laws and systems to manage the P2P network service providers, and technology to manage the end-users, the paper aims to fundamentally solve the P2P download problems posed by copyright infringement.
