It's rise and development are under the push of the trend of thought of protection of victims and the return of a crime. It is also an important part of the Criminal Justice Reform in the western world. In recent years, the trend of settlement of the criminal dispute has attracted the attention of researchers. It's Philosophy has been accepted and carried into practice by many countries and areas. During the transformation of the society, the exploding crime rates is a challenge to the traditional modes of civil litigations and lawsuit efficiency. The research on victim-offender-reconciliation has important significance in theory and practice in perfecting criminal law. Based on our national condition and historical tradition that'harmony is precious', the appropriately bring in the victim-offender-reconciliation system plays a very important role in developing the administrative legal system and raising the efficiency of handling of law cases. On abroad, especially in Euro-American countries, the experience on solving the slight criminal cases by using the victim-offender-reconciliation system is very rich. It has even formed into legislation in Germany. But in some pilot cities, like Beijing it has just taken the first step in our country.
