With the continous development of China's economic and social, China's non- government organization(NGO) has been given birth to the rapid development. There have been 440 000 NGOs in China until the end of 2010. China's NGO has entered a rapid period of development, not only because the number of NGO is growing, but also they play an active role in numerous areas in the community. American scholar Salamon sadi,"For most countries, NGO Law is one of the most important factors to determine the activities and extent of the NGO."The rapid development of China's NGO also challenges China's existing legal system. How should we do to analysis China's management legal norms of NGO in-depth, improve and perfect the legal system, and creat more suitable legal environment for our NGO healthy development on the basis of learning from the developed countries'relevant legislation, it is an important issue that we face.The thesis is divided into six parts. The first part, the Introduction, major describes the important value to study NGO legal regulation in the period of social transition. The second part is about overview of the NGO. This part analyses NGO's generation background and evolution in China, and defines the concept of NGO, in order to present the social signification for the NGO. The third part is about legal regulation and deletion in the development process of NGO. This part combs the changement process of our NGO's legal regulation system and analyses the position of our current NGO's legal function, then analyses defects of our current NGO's legal regulation in transition period in China. The fourth part is about the developed countries'NGO legal regulation. The part analyses function position of the NGO in these developed counties firstly, then combs the legal regulation of NGO in the developed countries on the view of comparative law. The fifthe part is about social management innovation and improvement for our NGO's legal regulation. This part discusses to perfect the NGO's legal system on the perspective of legal norms in the background of the social management innovation in our country. The sixth part, the Conclusion, outlooks the prospect of China's NGO legislative.
