The Research On Social Organization Involves In The Social Welfare Services

With the global social organizations rising and the Reform and Opening up deepening, promoting China's social organizations to flourish. Social welfare services is one of the important parts of the social security system in China, with the change and support of the functions of government, social organizations in the field of social welfare to undertake the Government transferring the space to participate in the supply of social welfare services, social welfare services has made very noteworthy achievements. The new institutional economics as a theoretical perspective, with the theory of transaction costs and property rights to explain the social organizations to reduce transaction costs between producers and consumers, consumers and consumers, citizens and government, and the property rights of social organization's structure incompletes, demonstrating the social organizations to participate in the rationality and the necessity of social welfare services. This paper selects a social organization-- Z agency in Shanghai as a case study, using interviews, questionnaires, literature method to collect information about the social organizations participating in the service supply. Around the Z agency, social organizations involve in social welfare services to theoretical reflection, to discuss the advantages of social organization, social effects caused by the development dilemma and vision outlook. The study finds that there are still huge demands of social organization in the field of social welfare services; the space of social organizations playing is still wide. However, involving in social welfare services, the challenge factors are still faced at the institutional level by the social organization, the legal system "missing" and part of the legal provisions of the "excess" co-exist, the existence of the government's "offside" can not correctly deal with relationship between the social organization and the government ,the lack of social organization incentive, finance, decision making, integration of social resources and adequate social legitimacy, which restricts the supply of services of the social organization. From the system analysis point of view, to achieve the sustainable development of social organization in the participation of social welfare services, requires the Government to formulate a scientific institutional arrangements to create a rational system for environmental and social organizations to strengthen their own capacity building and independent innovation.
