The Government Procurement has been applied in China, but the Performance measurement system of it has not been set up. For establishing and improving the Performance measurement of the government procurement, we should make deep-in research on the theory and Practice about it.This text is divided into five parts: the first Part is an introduction about research background, research meaning and the domestic and international research condition. In the theoretical basis introduces the theory of public finance, theory of public choice, theory of government performance and governance theory, and analyzes the impact of each performance evaluation on Performance Evaluation of Government ProcurementIn the third part, First introduced the preliminary results in performance evaluation since our country implement the government procurement, and then, analyzes the problems of our government procurement Performance evaluation from the legal system, the implement corpus, the evaluation system to the application of the evaluation result, and analyzes the reasons in many aspects. The forth Part introduce the Public expenditure Performance evaluation systems in the Australia, Canada, the United States and England, with drawing lessons from the developed nations, we can establish fulfillment foundation to perfect our government procurement performance evaluation. At last, the fifth part puts forward a perfect government procurement performance evaluation system to solve those problems, including strengthening theoretical study, changing concepts, strengthening law-making, explicit evaluation corpus, setting up evaluation system and apply the result of evaluation etc.
