The trend of the development of modern society is informationization and internationalization. With the rapid development of e-commerce, more and more consumers choose transnational shopping online for its convenience, but a large number of transnational consumption disputes are caused at the same time. Because the small amount and large number of these disputes, they cannot been resolved by traditional means. Online dispute resolution is a new way, which combines alternative dispute resolution and the development of technology, to resolute those disputes conveniently, efficiently and equally with low cost. Within decades of the development of online dispute resolution, the international community and lot of countries have been paying much attention on it and make lots of policies and practices, the mechanism has achieved an initial result. However, the differences on laws and practices of different countries, as well as the disadvantage of ODR itself result in the reality that ODR has not been put into good use. This thesis takes online dispute resolution as the object of study, analyzes the current policies and practices of different countries and international communities, discusses existing legal problems in the mechanism, tries to find ways to improve the current online dispute resolution, then gives suggestions to the construction and development of online dispute resolution in China at the final part. This thesis hopes online dispute resolution can fully take effects on solving the transnational online consumption disputes, enhancing consumers'confidence, promoting the transnational electronic commerce development.
