The Study For The Influence Of Changtu Rural Civil Organizations On The Villagers' Self-government

Rural civil organizations are emerging in rural areas in recent years as grass-roots organizations. With the development of civil society and more expanding spaces in village self-governing society, the influence of rural civil organizations on the villager' self-government becomes more and more. The rural civil organizations have stimulated the enthusiasm of the villagers'participation in election and increased the scientific in the democratic decision-making and improved the quality and capacity of the villagers and strengthened the democratic supervision. However, as the rural non-governmental organizations and the restrictive factors in the construction and function, the rural civil organizations also have some negative effects on the villagers'self-govemment, excessive involvement of institutional administration.The paper uses empirical method. Taking the data which are collected by surverying as the studying basis, we objectively and truly reflect the influence of rural civil organizations on the villagers'self-government in Changtu Town. Based on actual surveying data, as the economic devlopment, the changement in the structure of the village and the town, the participation of the rural elite and the forms of organizations the rural civil organizations make active effects on the villagers'self-government. Howener, the limitations of small-scale peasant economy, the complexwd relationship beween the rural civil organizations and the village committee, the low quality and utilitarian of peasant limit the rural civil organizations'active impact and make negative impect on the villagers'self-government. From depanalysis of the limited factor the paper suggests creating favorable social environment, optimizing the relationship, creating introduction and education mechanism, strengthening self-construction of the rural civil organizations and so on, so that the rural civil organizations can make more active impaction on the villagers'self-government in Changtu Town These measures are put forward so as to provid some useful reference to Chinese rural civil organizations and villagers'self-government.
