On Mechanism Of Law Enforcement And Supervision System For Grass-roots Public Security Organs In The New Era

As the armed forces with the nature of national criminal justice and administrative law enforcement power, the public security organs have long been responsible for maintaining the stability of the state, serving economic and social development and safeguarding its people's major political and social responsibility. The public security organs have this glorious mission, the arduous task and its power are varified and concentrated. The efficiency and integrity of public security organs and its power are not only related to the vital interests of every citizen, but also directly related to the Party and the country, the government's status and the effectiveness of the rule of law and the goals of the socialist country ruled by law. Especially nowadays, with the rapid development of the society and economy, people are more aware of the legal system. Our country is in an important social transition and the interests of all sectors are facing a major adjustment. At the same time, the accumulation of various social contradictions is getting more and more obvious. All the matters mentioned above have changed the environment of the enforcement of our policemen law dramatically. Facing the contradictions among the people, the high incidence of criminal cases, responsibility of maintaining social order, security and stability, the public security organs and police stand naturally in the the cusp of social conflicts. It is an important topic for our government and Party to decide how to regulate more scientificly and effectively the law enforcement of public security organs, to supervise the performing of the duties of police officers so that we can make it a genuine comprehensive supervisory mechanism which can running stably in a long term. From the perspective of a common policeman working for the discipline inspection and supervision of police work, the author superficially discussed on how to further improve the working mechanism for the supervision of the law enforcement, combining with the practical work of law enforcement and made some possible recommendation on reforming law enforcement and supervision system. A detailed exposition of law enforcement supervision system, the basic principle including the concepts, characteristics, and the necessity to strengthen the supervision of law enforcement are shown in part one. In the second part, the author ilustrated the present function of the public security organs. In particular, by comparing the relative practices of foreign countries and Hong Kong, the author analysed the current country's supervision system of law enforcement and the main problems affecting and restricting the development of it in a further way. In the last part, according to the problems raised in the first half of the article and relying on the work practice of a common policeman, the author made reasonable suggestions on how to further strengthen the supervision of law enforcement of the public security organs.
