Food is the material base to maintain the individual survival and development of human race, thus problems concerning food safety are major issues related to the prosperity of a country and the peaceful living of its citizens. The development of China's economy has been steady and rapid since the 21st century. Growing by leaps and bounds, the food industry has already become one of the essential industries to support the national economy. The size, growth rate and degree of regulation of the food industry are not only germane to the life quality and consumer safety of ordinary people, but also rises up to an issue with such a high degree regarding the national public security. In addition, food safety problems thereby become vital affairs of the national economy and people's livelihood. This paper consists of four parts.Part one is an introduction and analysis of typical cases of food safety problems. First, it introduces three cases bringing about an extensive negative impact on the food industry and the national economy of China, which make us to realize the severity and gravity of food safety problems. Then it analyses causes for food safety problems from both internal and external aspects, the lack of food safety supervision system, causing some food safety accidents and putting forward that cooperation from various departments is required to eradicate the hidden trouble from endangering food safety.Part Two introduces the historical evolution and current situation of China's food safety supervisory system. The evolution of the system is made up of two periods, first of which is the four decades since the foundation of this country, and the second is called the post-Reform and Opening-up Policy era. Then it comes to the current situation by referring to the Food Hygiene Law of the People's Republic of China and the Decision of the State Council about Further Strengthening Food Safety. Thirdly it gives an interpretation on Food Safety Law of the People's Republic of China enforcing currently.Part Three analyses the food safety supervisory systems in foreign countries and the benefit for reference to China. Firstly, it draws the food safety supervisory system in USA and Japan as examples. Then that article compared the foreign food regulatory punishment regulations with our country's punishment regulations that Food Safety Law of the People's Republic of China on difference and difference of punishment At last, it also indicated four dimensions of reference China has borrowed from foreign food safety supervisory system.Part Four offers countermeasures to the practical dilemma of China's food safety supervisory system. It demonstrates four main practical difficulties in China's current food safety supervisory system, and accordingly, provides four proposals to refine the system in accordance with the current situation in China.
