System Variation: From The "Neighborhood Station Separation" To The Station On Behalf Of The Neighborhood

For a long time, as a grassroots self-organization of the neighborhood committee has been the name of autonomy, without real self-government. In order to restore neighborhood self-government functions in the city of Shanghai in 2003 to implement direct neighborhood " neighborhood station separation" mode of operation. Purpose of this research is to through the "neighborhood station separation" system of research to find a neighborhood and social separation of the station is no real reason, to answer why, by " neighborhood station separation" can not achieve neighborhood self-government.In this paper, the legitimacy of the demand, access to resources and administrative systems of path-dependent features rely on three aspects of" neighborhood station separation" can not achieve the neighborhood self-government causes." Neighborhood station separation" system of neighborhood self-government to achieve a just government advertised "autonomy", the "autonomy" only a formal meaning, does not have the true meaning of self-government should. "Neighborhood station separation", the government shifted resources from neighborhood social stations, neighborhood marginalized and hollow, so the neighborhood has lost its survival and development of the resource base. Neighborhood function depends on the function of our entire administrative system, in China's administrative system functions without a fundamental change of circumstances, the neighborhood function can not be fundamentally changed.Finally, I believe, for the restoration of neighborhood self-government and the establishment of "home station separation" system eventually variation occurred in the system, the evolution of social work station in order to replace the neighborhood.
