With the aging problems growing, the elderly service providers are on the short of supplement. Since the family size shrinking and the increased aging pressure, the traditional patterns of elderly service are facing many contradictions. If the elderly service is completely gave by the government, it will certainly face financial capacity constraints and reduce the efficiency of the elderly service. At the same time, in recent years, social organizations growing fast and participating in various of public service successfully gave them an opportunity to participate in the elderly service and also expanded the ways of giving elderly service. Especially the private non-enterprise units widely participated in elderly service changed the simple situation that the elderly service provided by the government only and promoted public service supply diversification. So the private non-enterprise units participating in elderly service is a wise choice to overcome the elderly service insufficient supplement. However, during the present develop environment of China's the private non-enterprise units and their own problems, their participation in elderly service are facing many difficulties and problems. How to specify the private non-enterprise units in elderly services, to promote the private non-enterprise units participate in elderly service in the wave of public service diversity supply, this paper gives some advice by summarize the experience of the America non-profit organizations participating in elderly service.This paper is mainly divided into five parts:the first part is introduction. The second part is the basic concepts of the private non-enterprise units and the elderly service, then from the theoretical level to give a theoretical basis for the private non-enterprise units participate in elderly service to base on. The third part is to through an elderly service research in elderly organizations of S town of Xuhui District, Shanghai and by integrating theory with practice to study the bottleneck problems of the private non-enterprise units participated in elderly service. The fourth part summarizes and draws lessons from the experience of the America non-profit organizations's participating in elderly service. Last but not least, through the government giving supporting policies to the private non-enterprise units, building the capacity of the private non-enterprise units and promoting the cooperation of government and the private non-enterprise units, to give some advice to improve the private non-enterprise units participate in elderly service.
