Study On The Government Information Publicity System From The Perspective Of Civil Society

In modern society, it is an indispensable basic human right that obtain information for citizens. Government information publicity can meet the demands of citizens' rights to know, to participate, to express, to supervise, and the trend of modern democratic politics, whicn is in line with the concept of popular sovereignty. The implementation of "the ordinance on government information publicity of people's Republic of China" open a new chapter for our government information publicity on May 1,2008. Taking this opportunity, our government information publicity made vigorous developments and remarkable achievements in the central and the local governments.Meanwhile, after the reform and opening up, a relatively independent civil society had been rapidly risen in China. With the constant rises of political consciousness and enthusiasm, citizens hope to have more opportunities to get the government public information, to participate in the social management, to express their political demands, to supervise the administrative behavior and to realize their own interests. But with the continuous practice, the problems existing in the construction of the information publicity system also exposed. The existence of these problems cannot make the citizens' rights fully exercise and civil society healthy develop. So, contradiction inevitably appears because the information of government publicity system can't meet the demands of citizens' growing requitements for informations.Based on the objective understanding of this contradiction, the paper analyses the significance and the development history of the government information disclosure, the main problems in current practice from the perspective of civil society. On the basis of above analysis, the paper also puts forward the suggestions to improve government information publicity system, to promote healthy and orderly development of civil society, to promote the sun, transparence, nomocracy construction of our government.The full text is divided into six parts:the first chapter is the introduction which mainly introduces the subject background, present situation of research in China and abroad, the innovation points of this paper, research methods and significance.The second chapter mainly describes the basic theory of government information, including the definition of related concepts and the theoretical basis of government information publicity.The third chapter analyzes the significance and values of our government information from the perspective of civil society development.The fourth chapter evaluates the achievements and problems of the government information publicity from reviewing the development process of government information publicity since reform and opening up.The fifth chapter puts forward the proposals which make government information publicity system perfect from six aspects such as concept of innovation, drawing on experience, cultural identity, scope definition, technical support and legislation improving.Finally, the sixth chapter give a conclusion of the full text which summarizes the main points of paper, and show the future of our government information publicity system.
