Study On The Citizen Participation In Service-Oriented Government Construction In China

Since the 1980s,Western countries have started an administrative reform tide,and the government's management is changing to "the center of public services".Along with the impact of globalization and the idea of public service government,the service-oriented government already became the goal pursue which Contemporary China reforms.Currently,our country has gained great achievement in the respect of it,meanwhile there are also some issues that need to be resolved.To build a service-oriented government,it requires not only the government's own reform, but also the active participation of citizens.This thesis combined the construction of service-oriented government with the participation of citizens.lt pointed out that the construction of service-oriented government can be promoted by the way of enhancing citizen participation.Oriented to servicing citizens, the government should creat conditions for citizens to participate effectively in the construction of service-oriented government.The thesis is based on the citizen participation in the construction of service-oriented government.The first part is the theoretical basis and fuctional analysis of service-oriented government and citizen particpation.It has mainly studied the two's connotation fully as well as the inner link,definitely the positive sense the citizen participation to the construction of service-oriented government:The second part is the status and constraints of citizen participation in the construction of service-oriented government.It has mainly analyzed the achievements and the main problems of citizen participation,then summed up the constraints of citizen participation in the construction of service-oriented government;The third part is the practice of citizen partipation in public service of Western countries and the enlightenment to our country,pointing out that our citizen participation should learn the useful practice of citizen participation in public service from Western countries;The fourth part is finding the way of the citizen participation in the construction of service-oriented government.lt has proposed a series of solution about the citizen participation in the construction of service-oriented government.
