Constructing Yundang Community social security monitoring system is not only to strengthen the prevention and control of the urban community , to compensate the lack of manpower to prevent ,and is important means for improving the people's sense of security,but also is a complex systems engineering, which not only need Siming District Public Security Bureau, Xiamen telecommunications companies and the Yuandang streets and communities to join, but also related to the geographic traffic conditions in the community, the collaboration of several construction team. Therefore the project exists many risk factors.According to the needs of Yundang community and society, how to make a rational project planning and control the involved risk factors as soon as build effectively the social security monitoring system has become the key of the project success. Clearly, research on the project plan and risk control problem of Xiamen Yundang community social security monitoring system is not only a requirements of the project , but also provides a reference for constructing other community social security monitoring system in Ximen.So the research has a practical significance.In this thesis, starting from the security monitoring system construction background, significance and relevance of research , basing on the a clear project goal of building contents, we determine the construction schedule and construction process of Yundang Community social security monitoring system by project theory,which includes the project's organizational structure, schedule, resources and equipment plang, construction processes and technology.
