The Research On Government Cost Control Based On The Analysis Of System Structure

Government cost control is one of the topics at the forefront of modern public administration.Faced with the spiraling government cost,we can no longer rely on a single research method,but rather need to seek for a systematic analysis to really control the spiraling government cost.From the angle of analysis of system structure about government cost, seeking a comprehensive method to control the government cost not only seems an inevitable trend,but also a new way of studing the problem theologically and systematically. Directed by the system structure theory with integrating other major theoretical resources,we put forward such a theory hypothesis:System is in a certain environment by hardware,software,dynamic program operation and technical support.The theoretical assumptions is called "system structure model",and each of the subsystem plays an irreplaceable role,and the subsystems will form a dynamic and static combination and form a hardness and softness combination.According to the "system structure model",in the first part,we put forward the problem,theoretical basis,the research methods and literature review briefly.In the second part,we mainly analyse the government cost as wellas related concept,sum up the connotation and characteristics of government cost,design the basic theory of model,discuss the feasibility and the specific operation methods with using the analysis of system structure mode.The third part with data and facts, expounds the present situation of spiraling government cost,the specific performances are: the government organization structure is unreasonable,software structure is not perfect, the operation structure is not unscientific,the technology structure is very backward the environment structure is out of phase.The fourth part of this theoretical model centering on the proposed system management.From the physical structure of the horizontal and vertical two aspects government organization structure, From the institutional standards and specification of institutional aspects; the structure of software, Decision-making,execution and supervision from three aspects government operation structure,From the information technology,the government budget means and government performance evaluation and assessment methods to improve civil technical structure, From the country,society and individual three aspects to optimize the ecological environment.
