The party and government leading cadres have an important role in the cause of the party and the state, it determines to employ a good party and government leading cadres is extreme importance, bearing on success or failure of the party and state. Taking China's current reality into account, the selection and appointment of the leading cadres not only has a close relationship to enhance the party's ability and the government's administrative efficiency, but also to civilization and even to the country's political future of the country. Currently, through the reform of several generations of leaders, working system of the selection and appointment of leading cadres of party and government has become increasingly scientific, standard and reasonable, however, there is still some bad behavior, such as promoting with"disease", trading post, nepotism, dictatorship top leaders, investigating the reasons is that surveillance mechanism is not perfect in the selection and appointment of leading cadres. Therefore, to eliminate these unhealthy practices, so that the selection and appointment of our party and government leaders is institutionalize and standardize, you have to build the monitoring mechanism of our party for selecting and appointing leading cadres, so that we can supervise to the selection and appointment of all aspects.At present, China's cadre selection and appointment supervision mechanism is still in its infancy, in theory, not yet ripe, in design and practical implementation mechanisms also exists in the confusion and misunderstanding, mainly in the supervision of understanding biased, imperfect system of monitoring system, monitoring methods behind, all the supervisors failed to give full play to such performance. With the economic reform and administrative reform continued to deepen, the cadre selection and appointment of the drawbacks of supervision is increasingly revealed. Clearly, these errors that exist in theory and in practice in the work of selecting and appointing cadres need to be solved. In this paper, using various methods, such as theoretical comprehensive analysis, document analysis, combining theory and practice, the beginning of this article on the problem and research significance of supervision in selecting and appointing cadres, comprehensive analysis of the recent status, constructed the framework of this study. In the article, we researched on the selection and appointment of leading cadres in China, analyzed the problems and supervision mistakes of the selection and appointment of leading cadres in China: supervision of understanding biased, imperfect system of supervisory mechanism, supervision methods are backward, all the supervisors failed to give full play to such performance. Finally, against the confusion and error that existed in current cadres selection and supervision work, in ideology, system, method and levels of punishment, we propose solutions our country's supervisory work of selecting and appointing cadres suggestions problem, we need to strengthen the belief in education, raise awareness of supervision; improve the supervision system, strengthen the system of supervision; improve the monitoring method, and construct a scientific system of monitoring methods; improve the monitoring network, give full play to all kinds of monitoring the performance of the main; improve the accountability of elected. To provide reference for readers in understanding and researching such issues.
