Practise And Path Research On Construction Of Government Effectiveness

The construction of government effectiveness in China is later than that in the Western developed countries and it has become a more important problem in recent years since the rapid development of Chinese economy. The importance of the innovation of China's administrative management system has been pointed out by Report to the17th National Congress of the Communist Party of China, and the report has also clearly stated "to improve the performance of government, to create efficient government". It's an objective requirement of the establishment and improvement of the socialist market economic system, and also the fundamental guarantee of the transformation of the work-style to improve the government's efficiency. As the main part of the construction of the government's performance, the executive authorities'construction performance directly decides whether Chinese administrative reform and construction of effectiveness can proceed smoothly. Because of this, this paper takes Tangshan as an example to study Chinese local government's experience and research in the construction of government effectiveness.The purpose and meaning of this paper, as well as domestic and international research situation in this area are introduced in the first part. At the same time, the beginning chapters also gave us the conception and content of the construction of government effectiveness. What's more, the foundations of construction on government effectiveness were also introduced in the first chapters. The foreign governments'successful experience in the construction of the government effectiveness is introduced and analyzed in detail in this paper. Examples such as New Zealand, Britain, the United States and other developed countries are given to support the ideas and analysis in this paper. This paper, which is mainly based on Tangshan city, introduces the government's experience, problems, and achievements in their construction of the government effectiveness. At last, this paper explores the basic way of the construction of the government effectiveness based on Tangshan city, thus concludes the whole paper and gives out some suggestions on policy, and makes some expectations to Chinese local governments on the construction of government effectiveness in the end.
