More and more advertisers tend to advertise on highway facilities as a result of the rapid construction of highways. Lots of investor are attracted by the profits come from highway advertisement and the contradiction between the need of investment and the restriction of license shines people's focus on administrative licensing system of outdoor advertising on highway facilities.This paper mainly focuses on the research of installation of advertisement on highway facilities, discusses some problems concerning the right of planning, the right of administrative permission and administrative licensing with building control areas of highway roads and local roads, and finally gives some suggestions toward the planing,installation,administration of advertising on highway facilities. The article is divided in4parts:Chapter one describes those problems of advertising on highway facilities now existing in our country,in order to figure out its deficiency in planing, subject,right of permission,scope of the permission and so on.Chapter two tries to define some relevant concepts about outdoor advertisement facilities on highway, and concludes their basic characteristics and legal nature after recognizing their two different style.Chapter three analyzes the theories relating to the installation of billboard on highways and numerates the licensing basis. Besides, based on Administrative Permission Law, Highway Act, Regulation of Highway Safety and some local laws and regulations, it points out any licensing matters that in connection with installation of non-road signs on highways.Chaper four discusses the deficiencies of the licensing system of advertising on highway facilities, including lack of standardization in planning, twilight zone of subjects' right, cloudness of licensing matters.Chapter five explores the reasons of the said problems in ways of discoursing the choice of legal value, the deficiencies of legal regulations and the interest demands of subject of administration.Chapter six, as the final part, affords some advices aim at solving the licensing system problems,such as standardizing the right of planning, locating controlled areas, defining the right of the subjects based on the theory of' danger relevancy', settling the scope of cross licence according to the principle of' equidistance and proportion'.
