The Transformation Of Government Functions And The Local Industry Association Development Research

Nurturing and developing local industry associations are the important component of in-depth reform of economic system and the establishment of the socialist market economy. It is the important content of the transformation of government's functions, the returning of the government's right which should not be exercised by the government to the market or social intermediary organizations and the improvement of the government's macroeconomic management. Since the Third Plenary Session of the Party, with the gradual deepening of economic reform in China, the reform of the local industry associations also caused the concern of our government. In the nineties of last century, CPC Central Committee and State Council proposed clearly that we should attach great importance to the reform of industry associations and make the industry associations play social functions and serve for the economic development. And it also proposed clearly that the basic functions of industry associations are offering the services, reflecting the demands and regulating the behaviors. At 2007, the State Council General Office promulgated "Several opinions on Accelerating the Reform and Development of Industry Associations ", in which the guiding ideology, functions and management system of the associations'development are more clearly defined. This document is the programmatic document of the associations'development. The publication of a series of significant policies by CPC Central Committee provides a solid policy basis, lays a solid foundation and indicates the direction of reform and development of industry associations.Currently, the reform of our country's associations enters a new historical period. It offers the new opportunities and challenges for the development of industry associations that accelerating the building of the socialist market economic system, transforming the functions of government and promoting the sound and rapid development of economy. Seizing opportunities and meeting challenges are the important tasks both at present and for the coming period. Promoting the reform and development of industry associations' demands comprehensively implementing the scientific concept of development, further emancipating the mind, determinedly innovating, adhering to the direction of the market, improving the associations according to the needs of market, operating the associations according to the laws of the market and developing the associations according to the industrial policy. Under this background, the local industry associations take over the industry management functions from the government. Accelerating the development of local industry associations becomes a trend. With the deepening of China's political reform, we must reasonably definite the functions of government, clearly distinct the responsibilities and roles between government and industry associations and transfer the functions that should not be assumed by the government to market, enterprise and industry associations in order to transform government's functions, improve government's management and eliminate mechanism obstacles. This is the demand of strengthening the government's macro management functions and improving the social management and public services. It is also the objective and direction of the associations'reform. The theme of this paper is that under the background of the transformation of government's functions, further accelerating the pace of reform and development of local industry associations to meet the needs of establishing a socialist market economic system. This paper systematically introduced the developmental history and present situation of local industry associations and the main problems in the transformation of government functions and the development of local industry associations. It probed the strategies and measures of how to promote the development of local industry associations under the background of the transformation of government's functions. The purpose is to arouse the attention of the whole society, especially of the local government, to speeding up the reform and development of local industry associations.
