Currently, the constitution in China about rights is being put in a comparatively perfect position. However. there are still some shortages in clear definition of practical and effective safeguards system. In the constitutional circle, only a few scholars have used the concept of constitutional responsibilities. This concept is also lacking in enough system research. This paper will compare and study different constitutional responsibility between our country and western countries, and consult correlative experience and theories of other countries, then point out some feasible improvement about how to effectively put constitutional responsibility into practice. Only in this way that we establish and improve this constitutional system can we meet the need of the development trend of entire society.This paper structures as follows:In the introduction, it will introduce the initial intent of this subject selection and point out the shortage and situation of current constitutional responsibility systemIn chapter one, the concept of constitutional responsibilities will be analysed systematically.In chapter two, there will be some comparison and study of the constitutional responsibilities in other countries, especially the constitutional review in France, and find out the disadvantages of our country's.In chapter three, through learning from the experience of constitutional responsibilities systems in other countries, some advices will be given by the author to improve our constitution. In the conclusion, it will summarize the main contents and research approaches in this paper and show clearly again the purpose of this article. The author hopes through the study of constitutional responsibility system not only provide some suggestions about improving the constitutional responsibility system, but help people reach more consensus on cognition of this system.
