Along with the political and economic restructuring in Chinese society,urban patterns have been dramatically changing. In order to maintain thebasic standards of living of urban residents, system of basic cost of livingallowances for urban residents appears as the times require. As the systemcovers more and more people and the relevant policies become more andmore beneficial to people, some of the problems in the minimal assurancefamilies are highlighted. It draws great attention in recent years that theminimal assurance families have not been able to realize effectivelyreemployment. The author conducts questionnaire surveys and interviewin the minimal assurance families and newspapers institutions in DistrictY of A in Henan Province, analyzes the present problems and their causes,and then puts forward effective solutions to the reemployment of theminimal assurance families in A.This essay adopts research methods combining documents anddemonstrations. With the collected documents, the author has a certaingrasp of the minimal assurance course of change and development andthe current minimal assurance policies, and conducts samplingquestionnaire research and interviews on the participants and applicantsbelow all the sub-district offices in District Y of A. Though the relevant methods the author finds the problems on the reemployment of minimalassurance families, analyze reasons of preventing minimal assurancepersonnel being reemployed, and put forward the solutions to promotereemployment of minimal assurance families with the domestic andforeign experiences.The first part of the essay lists the collected literature and documents,elaborates relevant policies and current policies in A of Henan Provinceof minimal assurance system and reemployment, and introduces theconditions of samples. The second part with the combination ofquestionnaire and interview analyzes the reemployment situation ofminimal assurance families and finds the problems of the minimalassurance people themselves, policies and systems. The third chapterdevelops the causes that prevent the minimal assurance families beingreemployed based on the problems. The forth chapter put forward theauthor's solutions with the domestic and foreign experiences.
