The so said institution was attracted the concern of the scholars and administrations after being reported by medias. Once the institution was approbated by State Council,"Motion of Discretion Standard" was launched in a national level. But it is very pity to see that the regime only be used in Administrative Penalty areas, whereas Administrative Inspection, which desiderates to be regulated, was not touched upon. The embarrassment of this problem is not less concern but lack of theoretical guidance and legislation.Face arbitrary Administrative Inspection, difficulties should not be taken as obstacles of institution construction. For the construction of institution, the original characteristic of Administrative Inspection must be incarnated whereas any disputes on rationalistic should be discarded.
