Currently, China's economic and social development is in a rapid period, however, China's basic public service equalization has just begun, especially basic public services in the minority areas, and there is a big gap between the minority areas and the non-minority areas.It not only has an effect on the principle of the justice and fairness, it also results in a lot of social contradictions, which influences the progress of promoting social harmony. In order to promote the equalization of public services, we have to get the scientific principles. This article hopes to start with the principle of promoting the comprehensive development for people, and evaluate the current situation of non-equalization of basic public services in minority areas. By getting the hindrance factors, the article tries to find an effective method to promote the equalization of public services in the minority areas. This thesis is divided into4parts:First, in the introduction part, the thesis introduces scholars'research which related public service, and establishes the items which could be instead of the equalization of public services. Secondly, the thesis consults the experience of the developed countries, such as Germany, Japan, Australia, in order to know how to promote the equalization of public services. Thirdly, the public Services of the minority areas usually are lacked of financial capacity, lacked of balanced supply, having more historical debts, and so on. Based on the purpose of improving people's possible ability, the thesis constructs the complete index system to evaluate basic public services of the minority areas. The collection dates of the31provinces from2007to2010are about education, health care, social security, cultural undertakings, infrastructure, which are instead of the condition of the basic public services. After analysis these dates, the thesis concludes that, there is really a gap in education, health care, social security, cultural undertakings, infrastructure measure between the minority regions and non-minority regions. Though this gap is decreasing over time, when the government is undertaking a lot of measure, however it still exists. Then the thesis points out the hindrance factors for promoting the basic public service equalization of the minority areas.Finally, the thesis point out that, to promote the minority areas'basic public service, the government should establish a scientific and reasonable division of property rights and powers between the central government and local governments, and the government should set up the fiscal transfer payment system which based on improving the financial efficiency, establish performance evaluation system in order to evaluate of basic public services scientifically, and establish the legal system and encourage society organizations take part in providing public services.
