Constructing the harmonious relation between the Communist Party of China andcivil society organizations is the major practice of China's national development andsocial construction. Therefore, the study of such relationship should follow the tide ofhistory, and the development of the epoch. In China, the Communist Party is the leadingcause of socialism that implements political leadership to the national and social life.Moreover, the benign growth of civil society organizations depends on the CommunistParty, which effectively plays a differential dynamic role in the governance activities.There is an urgent need to explore series of major issues about building a harmonioussocialist society, at theoretical and practical level. For example, these issues containhow to position relationship between the Party and the civil society organizations andcreate a beneficial environment to achieve the goal of sustainable development. Besides,they also contain how to achieve the supervision and rational guide of civil societyorganizations management and realize the harmonization between the Party and themasses, etc.By analyzing the relevant literature, this paper revealed that the academic worldhas not systematically and comprehensively explained such relationship mentionedabove. In practice, the relationship between them has not yet been correctly positioned.Based on this, this paper used the relationship between these two parties as the object ofstudy. Additionally, it started from the relevant theory, which sorted out the relationshipbetween these two parties and also built the theoretical framework for analyzing suchrelationship. By learning from the useful experience on how to deal with suchrelationship of the domestic and foreign political parties and civil society organization,this paper proposed the positioning of the "benign germinal cooperative interaction" ofsuch relationship. Finally, this paper argued about the policy path of the high-endco-operation functional coupling of such relationship. Overall, the main content of thispaper is divided into six parts as follows:Chapter1: Introduction. The main elements are: background of choosing this topic,research purpose and meaning. Moreover, it sorted out the relevant research literatureand made certain comment and also introduced research methods, problems andpossible innovation of this paper. Chapter2: The theoretical explanation of relationship between political parties andthe civil society organizations. In order to reinforce the theoretical basis for suchrelationship, this part analyzed such relationship mainly from the theory of civil society,pluralism theory, the theory of corporatism and failure theory.Chapter3: Historical evolution of such relationship mentioned above. This partmainly carded the historical evolution of such relationship, before the founding of PRC,early1949, and after the founding, so that to provided the historical reference for thehandling of the relationship between these two parties, in new era.Chapter4: Realistic analysis of the relationship between the Communist Party andthe civil society organizations. The main elements are: classification and featureanalysis of China's civil society organizations, introduction of the behavioral choices ofthe Communist Party to deal with the of the relationship with the civil societyorganizations, clarification of the impact of the rise of civil society organizations on theleadership of the Party and analysis of relevant problems and causes which exist in thecourse of dealing with the relationship between these two parties.Chapter5: Reference and Reflection of the relationship between foreign politicalparties and the civil society organizations. Based on case investigations on a number offoreign political parties, and the comparison of performance mode of such relationship,this part provided an important extra-territorial reference for establishing therelationship between Communist Party with Chinese characteristics and the civil societyorganizations.Chapter6: Design and Prospects of the relationship between the Communist Partyand the civil society organizations. Firstly, this part analyzed the foundation of buildingsuch relationship, and then proposed and demonstrated the "benign germinalcooperative interaction" positioning of such relationship. Finally, it argued about thepolicy path that could achieve the functional coupling of the Communist Party of Chinaand the civil society organizations.
