Response to climate change has become the focus of the international community, the UnitedStates "carbon tariffs" controversial, provoking a response to climate change under the banner ofglobal environmental governance and trade protection disputes, and its essence is a new tradebarriers. China is the world's top-ranked exporting countries, already facing the market economystatus, the terms of the special protection and frequent double reverse multiple trade friction, theintroduction of carbon tariffs will enable China to face an even more severe trade friction, seriouslydampen China's exports and investment from developed countries, but also to some extent, affectthe development of world trade. This article first defines the connotation of carbon tariffs, anobjective analysis of the background of the U.S. carbon tariffs, features, intent and substance. Basedon the basic principles of international economic law in-depth analysis of carbon tariffs, proposed inaccordance with existing WTO rules violations and legitimacy of carbon tariffs to foresee thechanges in world trade rules to some extent, on this basis may occur. Described the possible impactof carbon tariffs on global trade and China's. Combination of in-depth analysis of China's reality,China's main response measures that the country to establish and improve the carbon tax system andstart carbon trading market and carbon emissions trading, combined with our existing laws is astrong rational the feasibility of these two systems and the system is prepared to support low carboneconomic development of the market system to adapt to China's national conditions and policysystem. Use of the WTO's existing legal mechanisms to actively participate in international climatechange rules and the formulation of a "carbon tariff imposed rules, and strive to foster a new energyindustry, the development of the service sector in order to speed up industrial restructuring andupgrading, starting from the integration of the supply chain to reduce operating costs, thedevelopment of low carbon industry to cope with the developed countries' carbon tariffs to adapt tothe trend of low-carbon economy.
