The main reason about the phenomenon is that there are many weak points in our legislations. for example many judicial agencies, incomplete law regime and so on. The third part, the author mainly combines the weak points from transverse and longitudinal to point out the problems. It lays a foundation for the forth part' control measures. Emphasize our country should establish the legal called " Counter Commercial Bribery Law" which has the effect of higher level, comprehensive advanced. So we should make the definitions more clear; enrich the law regime and broadens the range on legislations; gives the right definition of commercial bribery. At the same time, we can compare the legal regime in different countries to find the weak points in our countries'law process; know how to use the experience in other countries; perfect the legal regulation system; control the commercial bribery in order.
