Since the publishment of the guidelines of National university public art course in 2006, this reform of public art education has been mentioned frequently, whose state is often regarded as a study object or important materials on other related researches. While among the exited researches of public art education, contrast and reference studies on the same public course have never been touched, therefore, there is no such thing about public art education in the field of Education comparative study, meanwhile, the corresponding results from other scholars have not analyzed and studied the reasons of this state deeply, which makes most studies of public art education ineffective. Using the method combined with education comparative study and interdisciplinary study, this paper surveys the difference of two educational developments in comparing public art education to public physical education, ponders over the reasons of poor development of public art education, and analyzes the general phenomenon of reform backward deeply using related theories about Institutional change, so as to refine the universal law of educational reform, demonstrate the adaptability of public art education state and background, and improve the cognition for state of public art education.
