Compensating the failure of government and enterprise, it has become an important force in promoting world development.In china, with the advent of opening-up reform, along with Chinese political and economic reform, as an important branch of non-profit organization—public welfare non-profit organization is very important to supply the public goods, and assist disadvantaged groups and others. It involved in many aspects of people's lives, such as environmental protection, education, health care and so on. It is not only an important force of building socialist harmonious society, but also an important symbol of socialist civilization and progress.Behind the four issues, we should avoid some error understandings, see the essence of the problems and clear the position of the non-profit organization in the society. These are the basic conditions for the growth of public welfare non-profit organization and the root of solving the four issues.Different from the past, pursing big and overall organizational development orientation, we believe that public welfare non-profit organization is a form depending on a common belief.
