With the development trend of public of higher education, economic globalization, industrial modernization and internationalization in education, the higher education organization of China adjusted the personnel structure layout to adapt to modern economic and social development needs in talents. In the end of 2007 there were 740 undergraduate colleges and universities (including 43 private undergraduate institutions, does not include 318 independent colleges), of which 237 universities were produced by merger, upgrading, etc. which accounted for nearly 1/3. In recent years, in the process of clearing the position of applied talents training, the newly-built universities are fully aware of the importance of the practical teaching in applied talents training. As the necessary needs, strengthening the Practical teaching which is the important way to serve the community, improves the research in the newly-build application-oriented universities.After analyzing the present situation of practical teaching in the newly-build application-oriented universities, the author found there were six problems in positioning of application-oriented universities, practical teaching system in system construction, the content construction of practical teaching courses, the construction of experienced and skilled teaching staff, practical teaching quality monitoring and evaluation system construction and management of practical teaching venue.From an international point of view of German FH "business-oriented," the British "vocational qualification certificate system-driven," Nan yang Technological University's "project teaching", University of Cincinnati's "alternative engineering" all of these various applied talent training modes emphasized the practical teaching system without exception. With a reasonable completed teaching system which composed and supported by a target system, a content system, a management system, and security system of the practical teaching which constructed by present situation of Higher Education of China, this paper discussed Practical Teaching curriculum reform, construction of the Practical teaching staff and Teaching Quality Assessment System in the newly-built application-oriented universities in details.
