"Education reform's success depends on the teacher". The basic education reform cannot leave teachers'support and actively participation. However, the reality of teachers'discourse is not satisfactory. During the basic education reform field, teachers'discourse is often Shadowed, disregard or"self-imposed exile". Teachers'"aphasia"will inevitably lead to a series of resist and the negative behavior of teachers, which will not be conducive to realize the teaching goals, also was disadvantageous to the teachers'professional development; ultimately will affect the effective propulsion and the improvement of basic education quality.The author establishes research issue from researcher's own experience and teachers'discourse situation during our country's basic education reform; recalls the relevance research on teachers'"aphasia"; defines the relevance concepts; Ascertains research route and method. Then used qualitative research methods, through describing my own basic education reform experience of being a teacher and observing and interviewing other teachers, and combining the literatures related, the researcher deeply studies and analyses the discourse of basic education reform, from basic education curriculum reform, from School reform of the internal management system that President responsibility, from reform of the distribution system that performance salary, and so on; and find out the reason of teachers'"aphasia". Finally the researcher try to offer some practical strategies on the base of theory studies from giving back teachers'discourse right, building a good environment for teachers'"voice", and arousing teachers' self-awareness.
