Nowadays, to improve the quality of teachers, we need a set of complete, scientific and efficient teachers'education policies to guide us. Since the establishment of China, after several decades of development and effort, the quality of teachers in China has increased significantly. However, compared with the standards for teachers in international teachers'professionalism, there is still a wide gap between the improvement in our country and the international standards. This situation is directly related to teachers'access and appointment system.By adopting the historical approach, data studies, and comparative method, this thesis combines related theories of pedagogy, public policy, etc. It conducts a systematic study of the changes in teachers'education policy since the establishment of New China in 1949. There are four parts in this thesis. In the first part, it mainly explains the reason to choose this topic and its significance. And the author also makes a literature review of related study in order to clear the core concepts of this thesis. In the second part, the author traces teachers'access policies since 1949, including teachers'certification system and the requirements of teachers. Meanwhile, the features of each are analyzed. In the third part, this thesis analyzes the evolution of the appointment system of teachers, including the training policies of teachers, evaluation and appointment policies. In the last part, by analyzing the evolution of teachers'access and appointment policies in China, the author finds the problems existing in Chinese teachers'access and appointment policies, and the author also puts forward related solving strategies, hoping to make a reference for teachers'access and appointment policies in our country.
