With the rapid development of china's higher education system and higher education, college students work have entered a new stage of development, meanwhile it brings a profound impact to the work of college counselors. College counselor's work as a practical field of highly professional, with the popularization of higher education, the relevant theories and practices are changing and increasingly sophisticated. Counselor is the main force of the front of ideological and political education, also are the mentor and guide of healthy growth of college students. Under the new situation, we should strengthen the construction of counselor's team, which has the basic guarantee and the effective way of colleges and universities to strengthen the ideological and political education. To fully implement the Party's education policy, it has very important significance to carry out the ideological and political education of the tasks.However, for various reasons, there are still many problems in the college counselors of team building, personnel structure, education and training. Chinese higher education is changing from elite to mass, which is bound to raise the new demands and challenges for the work of college counselors. In this situation, how to further strengthen the building of counselors is an important issue in front of us. In this paper, refer to the literature and conducted a questionnaire survey to the college counselors, Analyzes and summarizes the current college counselors'problems and their causes, and explore effective ways to solve the problem. The view is aim to promoting college counselor ranks of exploration and research, to strengthen the ranks of college counselors, college counselors to promote the growth of useful inspiration. Research methods and related conclusions used in paper are as follows:In this paper, HeBei Province ten different types of colleges and universities are worked as research object, using the form of questionnaire in these ten universities counselors to investigate the basic situation of the building, mainly the stability of the building envelope counselors, counselor role, counselor qualifications, training counselors, counselors, and counselors with other treatment aspects. Through the use of SPSS 14.0 for the recovery of valid questionnaires for statistical analysis, some outstanding issues of the construction of the current college counselors are analyzed. Mainly, age structure is irrational, so far, it have not form a youth to older persons constitute a ladder team structure; Low levels of schooling, professional structure is irrational, not reach the theoretical knowledge required by the work of counselors; Low degree of specialization, counselors work is running in a low level and effectiveness of the work is poor; Counselor management system does not straighten out, dual leadership and uncertain role which result in intensity. As the difference between professional identity and incentives unreasonable, it may be resulting in a low stability coefficient counselors and role ambiguity.In response to these problems, this paper researches the problem how to strengthen the ranks of college counselors. Including: Improve access to the system of university counselors, and strict hire counselors'access to industry standards. We must put in the counselor which has politically strong, work style, strict discipline, professional and love staff of students. At the right time, implement counselor certification system; establish the instructors of the security system; innovative management counselor; change management as vertical bars management; unify management for the improvement of work efficiency; At last enhance the benefits counselors and smooth development of mechanisms for the counselor's personal development of free space. We should establish a scientific counselor evaluation and examination system, the establishment of the evaluation system should be reasonable.According to the different departments of the counselor's evaluation to determine the evaluation system, an objective and fair, based on examination results. We also should establish an incentive mechanism which is combined internal and external incentives. In order to improve the professional level of counselors,professional procedures of recruitment, training, selection and assessment have to be used in managing the instructors. In the same time, we can open multi-channel ways to develop counselors and expand their development space. In addition, it is essential to inherit and learn from the counselor management experience.
