With the increasingly fierce competition of national power and the construction of socialist modernization, it has been strongly demanded that education should strive to cultivate hundreds of millions of high-quality workers, tens of millions of specialized personnel and a large number of extraordinary innovative talents.For a long time, under the exam-oriented education, the school running mode that thousands of schools appear the same and the mode of cultivating talents that tens of thousands of students don't look different have had great effects on students. Both of modes neglect the development of students'individuality and ability and regard the entrance as the only goal, which doesn't adapt to the social demand for education.It has been pointed out in National Medium and Long-term Educational Reform and Development Program (2010-2020) to promote the diversification development of ordinary high schools, to advance the diversification of school-running systems, to expand the resources of high quality, to promote the diversification of cultivating modes, to meet different potential students'needs for development, to explore the ways to discover and develop innovative talents, and to encourage ordinary high schools to have their own characteristics in running school.Characteristics are based on micro-vision of a school. In accordance with the principles and law of education, with a basis of creating core value of education, according to the society on diversified development needs, and in the pursuit of education value in the process of formation, The characteristics of unique, high quality, integrity and stability can come into being. On the other hand, diversification is based on regional macro-perspective. Characteristic development of high schools within a certain area form a variety of features, which contributes to a diversified development pattern of regional high schools. Promoting diversified development of the high schools in Zhuzhou, despite some advantages such as the evaluation policy, planning and development, characteristic consciousness, characteristics of the project and so on, also faced a lot of challenges, such as the principals, teachers, school management and administration, bad external environment. Therefore, it is required to classify and position ordinary high schools again, to expand the school running autonomy, and to reform evaluation methods. It is also demanded to better academic base, the students'comprehensive practice base, innovative talents training base, characteristics of experimental classes and other special projects. It is also necessary to carry out the school-based research, to develop characteristic courses, to promote the teachers'characteristics'development, to carry on Management innovation, to promote the development of private high schools and international high schools.In conclusion, characteristic development of ordinary high schools is the concentrated embodiment of value orientation. Diversified development is the key to forming a regional educational vitality. Characteristic development of high schools in Zhuzhou will eventually create a good situation in which everyone is different and everyone is excellent.
