The non-public colleges and universities as an important part of higher education, how to enhance and optimize effective monitoring for teaching quality, how to improve the quality of teaching and management, to improve the educational level and to train the senior personnel meeting the needs of social development by using the existing resources rationally, the above aspects are worth concerning and researching.In this paper, the author makes the comparative analysis towards the status of teaching quality for public and non-public colleges and universities and makes the comparative study towards the Chinese-Western culture attaching to the development of teaching quality of higher education by using the following methods, including literature research, questionnaires, typical research and comparative research, etc. This paper is divided into four parts. Part I:in this section, it describes the research background and research significance, the concept of core definition and technical route, etc. Part II:it summarizes and sorts out the construction of teaching quality assurance and monitor system of Hunan International Economics University, and then it describes the operation state of Hunan International Economics University from eight areas, i.e., the shape of construction of faculty building, basic support of teaching facilities, characteristics of construction of practice teaching base, rationality of formulation and revision of teaching programs, prominent features of course construction, remarkable improvement of the quality of teaching and learning, improvement and innovation of training programs, steady improvement of personnel quality, and qualified nature of teaching results, etc. Part III:it describes the problems, i.e., shortage of capital and investment is not perfect, teaching management system is not perfect, and evaluation of teaching quality is not complete. Then it analyzes the reasons. Part VI:the strategy and suggestions for optimizing the teaching quality assurance and monitor system, i.e., to build a wide range of security system of funding and investment, to improve the human resources assurance system, to establish the supervision and evaluation mechanism of internal teaching quality in school, to establish the evaluation and monitor system of external teaching quality for non-public colleges and universities, and to optimize the system structure, etc.
