Building a new socialist countryside is a major issue of the Party's strategy. It is also a significant task for building a harmonious society. At the beginning of2005, many of new rural constructions appeared in various regions. Many ethnic villages were on the road of reforming and developed quickly after that. In the modernization process of the ethnic villages, the way of economic development is changed from simplification to diversification and the model is turned from copying to developing a new model with reality. The changes of development model have an important relationship with their national cultural values. The two can promote each other and develop together. But one of the two is also possible to be the shackle of the other.Hebei province is one of the cradles of the Chinese. Its northern part is the transition zone of the fanning and pastoral areas. This area is the main living areas of Hebei's Mongolian. Ethnic Villages in this area has its own road of development. In the process of change, the new rural construction work has significant results. But its development also has a lot problem to be thinking about. The author chose Chahannaoer Mongolian village which was located in Shangyi of Hebei province as the research subjects. Involved in the research methods of observation, character interviews, description, the author described the development of the village and the adaptation of national culture. The Economic transformation affected the development of national culture. With the analysis of the problems, the author proposed the solutions and recommendations in order to help the ethnic minority development.This article is divided into five chapters. The first chapter introduces the reason, meaning and research methods, combs the research status of the essay. The second chapter provides an overview of the basic situation, then introduces the origin and status quo of the Mongolian in Shangyi. The third chapter describes the changes of Chahannaoer ethnic village's livelihood and economic development. It analyzes the reason.The fourth chapter gives an account of the status of the Chahannaoer Mongolian culture. Chapter five summarizes some problems of the ethnic village during the development process. The last chapter puts forward some countermeasures and feasible proposals in order to help minority's own development.
