The development and expansion of vocational education are closely linked with thepolicy guidance and support. After the new China was founded, our country hassuccessively promulgated a series of policies aiming at enhancing the construction ofthe contingent of vocational teachers. Especially since the concept of "double-qualified"teacher first appeared in the national policy documents in1995, the discussion abouthow to develop a contingent of "double-qualified" teachers with a high quality and at ahigh level has never stopped, toward which experts and scholars put forward their viewsand opinions. In2005, the nation made the Decision to Vigorously Develop VocationalEducation, since when the contingent of vocational teachers has gradually expanded inits quantity; with respect to the structure, vocational teachers have also obviouslyimproved in the aspects of education background, major and age, gradually forming acontingent of excellent vocational teachers which is reasonably structured with theintegration of both part-time and full-time teachers. However, the problems existingduring the construction of the contingent of vocational teachers should not beoverlooked, such as the insufficient policy and system at the government level, thedisdain against the vocational education at the society level, the insufficient trainingsystem at the school level, the indifferent cooperative attitude at the enterprise level, etc.Looking at the foreign cultivation system of vocational teachers, it's not difficult todiscern the fact that the support from complete, systematic and highly operable policies,laws and regulations is the key to develop and expand vocational teachers in variouscountries. This paper proceeds from the evolution of the training system of"double-qualified" teachers, aims at analyzing the development and implementationsituation of the connotation of such system, and discusses its development tendency,attempting to build the cultivation and training system of "double-qualified" teachersfor vocational education conforming to our national conditions.The core problems in this paper are what kind of "double-qualified" teachers doesvocational education need and how to build the cultivation and training system of"double-qualified" teachers. On the basis of combing the cultivation and trainingsystems of "double-qualified" teachers since the founding of our nation, this paperanalyzes the development features and the change in the connotation of"double-qualified" teachers, cites the typical practices in foreign countries about theconstruction of the cultivation system of "double-qualified" teachers, finds out theexperience and problems, thus designing the framework of the cultivation system of"double-qualified" teachers in our country.This paper has the basic argument as follows. Firstly, under the currentdevelopment background and conditions of vocational education, the construction of"double-qualified" vocational teachers is of significant theoretical meaning andpractical value. However, the "double-qualified" teacher is only one of the stages in the development progress of vocational teachers, and there is no need for each vocationalteacher to become a "double-qualified" teacher. Secondly, the cultivation and trainingsystem of "double-qualified" teachers is dependent on the complete policy and systemof vocational education in our country.The research methods employed in this paper include literature method, case studymethod and comparative method. The author collects foreign and domestic booksconcerning vocational education published in recent years, reviews the papers andmaterials relating to the construction of the cultivation system of "double-qualified"teachers issued on publications at all levels and consults various policy documentsabout the cultivation system of "double-qualified" teachers promulgated in our country,striving to seek for data and materials as theoretical support through inquiring,compiling, analyzing, summarizing and using relevant literature so as to enrich anddeepen the contents of the subject under study.
