Since Chinese formally connected to internet in1994, the network with itsopenness, virtual, convenience, popularized in all aspects of the civil society sorapidly that the world today has already been link together by cable to be a globalvillage. While the mixed network information, network ethics anomie behavior, andeven the emergence of cyber crimes, such as phishing, malicious attacks (hackers, thenetwork dirty bomb, etc) also give us alarming: the network is not perfect, thenetwork is a double-edged sword. Range in the universities, the domestic scholarsbegan to focus on the different effects of the student group, and set up some analysismodel to try to think contact "network" and "ideological and political education"(referred to as IPE), study the meaning and characteristic of the Cyber-IPE fromcommunication subject, informatics discipline, network culture, network ethics and soon different angle. There has some effective ways and measures. This paper basedunderstanding the formation characteristics of Cyber-IPE of universities to analysis"network" for IPE, especially for the impact and challenges for universities inXinjiang,"IPE" for the network which can be use and feasible ways for theCyber-IPE in Xinjiang. Meanwhile taking full account of their higher educationfeature, considering its uniqueness, all these analysis are used to try to answer "whatwe have?","what can we do", for creating a Cyber-IPE model in universities inXinjiang.The first part,"Network" and "IPE", lies in demonstrating it is possible andfeasible to establish the Cyber-IPE in universities of Xinjiang. Compared with themature of network construction of mainland universities, it is needed to further moreand from the influence of "Network" for "IPE", the universities of Xinjiang can notbe immune from in the network wave, moreover from the influence of "IPE" to"Network", the network can be used to IPE, the healthy development of network alsoneeds "IPE". On this basis, it is concluded that the network's development isinseparable from the IPE and the development of IPE modern is also inseparable fromthe support and development of network technology.The second part is the characteristics of IPE in Xinjiang. Through tracing itsdevelopment process and comparing from vertical and horizontal dimensions, thispaper concludes network's further has different impact for Xinjiang. The authorthinks that there are seven aspects for its influence: the weakness of the educationresources face flood information dissemination; school education suffered thelimitation in information age; technology encounter challenges from the westernadvantage; blocking environment confront the openness and interconnectedness ofnetwork; solidified methods experience the fresh and human nature of network;idealized goals face the secular society; teachership building encounter higherdemand.The third part,"building the Cyber-IPE of universities in Xinjiang", emphasison creating a theoretical model. Besides the general content, it needs to add nationalculture education on net; bilingual the resource; a long time warning of "responsequickly, clarify the fact" with thinking use the mobile communication technology andjoin the teachers in.
