Design And Implementation Of The Speech Synthesizing System

This article is about a design of a speech synthesis system, which allows some weather office can finish daily job like self-editing weather report without specific forecasting device in some areas. With this system, people can edit weather report quickly and conveniently with less cost that brings more efficiency.This system is based on VC programming platform. Firstly, by communicating with other weather office and analyzing the requirement from the entire system, it would acquire the information that the office needs to choose report, edit text and synthetize automatically. Secondly, it will design the function based on the selected information:establishes weather voice database which should include audio files as city name, weather condition, wind strength, etc.; sets up system operational function which should include audio file inquiring, selecting, adding or deleting audio files and save the settings. Finally it will realize all the functions through programming.After finishing the system, it was proved by testing that it contains complete information of audio files which can guarantee that you can find almost all audio files needed for weather reporting. The system is using a simple UI that allows people to operate it simply and conveniently with a steady system and a very low error score, and is easy to conduct maintenance and system upgrading. An edited audio report can be played on the TV together with a video file, also, it can be used for automatically weather forecasting through telephone hotline. We also have found some limit with this system after using this system, such as people cannot edit the report after synthetizing, in this case people has to start the whole progress all over again, of course that we have been working on this to improve this function to make it faultless. As one of the key man-machine communication techniques, it surely leads the main direction of computer research. This speech synthesis system has a guaranteed prospect on application like improving automation of e-government affairs, advanced multimedia service and even telephone self-service inquiry field. The system will bring prospective social benefits in the future.
