In recent years, Chinese government gradually strengthened risk management and supervision of telecommunications industry.Particularly in 2008, in the face of the disasters, like blizzard and earthquakes, and important events like Olympic Games, sustained and effective communication is particularly important. The government not only sets objectives of the high quality communication requirements, but also sets detailed requirements of management. To supervise andurge industries for higher risk resistance capacity, the government makes enterprise risk management one of the most important measurement criterion.In this thesis, the objects of the study are the domestic main telecommunication carriers. These carriers have the features, such as large operational scale and complex operational management. Their risk management of network operations is at the exploratory stage, which asks for appropriate assessment methods. This thesis researches the assessment methods for these carriers, mainly through the application of modern risk management theory. And it takes the risk assessment theory and the method as the starting point.The assessment process mainly includes the following four aspects. Firstly, the networking and business importance assessment, which mainly includes classification of networks and services in the phases of planning, design, operation and maintenance, and identifies the importance value to be assigned. Secondly, threat assessment, which evaluates specific testing network for potential threats, and estimates the likelihood of occurrence to be assigned. Thirdly, vulnerability assessment, which identifies and classifies vulnerabilities of specific network under testing, and evaluates the potential damages. And finally, calculation of network security risk, which applies qualitative or quantitative analysis to network services and application risk involved in network operation andmaintenance, describes different networks and their components risk level, and identifies network weak points.Through collecting the network management data and applying the combination of qualitative and quantitative assessment methods, arealistic assessment of the power system can be carried out. Firstly quantifying the importance, secondly threats statistics, thirdly vulnerability statistics, and ultimately finding high-risk points and suggesting solutions, which can be used in the future to run more targeted management of enterprise networks to reduce operational risks.
