VoIP called broadband phone or Internet phone in China is a new telephone to achieve communications via Internet or other networks using IP technology. With the development of Internet technology, particularly the constant practice of Internet-based VoIP technology, today's telecom market has undergone rapid changes in terms of business services extent and business delivery modes, and this profoundly affects the structure and characteristics of the basic communication networks. While soft-switching technology and NGN has became the hot issue in academic research and telecommunications sector at present.By completing the task of building Soft-witching Communication Projects of Gui Zhou Power Grid Education and Training Center, this method plans and designs the VoIP system of Yunnan University. It uses a high-security, high reliability design, via the QoS guarantee methods, to achieve low call costs, low construction costs, simplify management, high productivity and high quality life of teachers and students.The first, we overview the background of the VoIP research, and introduce the basic theory of the soft-switching, and sum up the VoIP research status at home and abroad. The second, according to Senior Network Planning and Designing Tutorial, we conduct the needs analysis of Yunnan University Campus Network, and design the communication standard, the logical network, the physical network, and the configuration of the core device. The third, we investigate the implementation of the VoIP system, the voice and video integration, and the mixed public-private network communication, and then we present an implementation scheme of data security, network security and sub-domain management of the VoIP system. Finally, we expound the scheme of the test and operation and maintenance management, and present the program of the test ensured QoS of VoIP, decentralized management scheme of the network management system and remote maintenance.In a word, we complete the VoIP network design and deployment of Yunnan University Campus Network, and realize the basic function and technical difficulty of this design.
