In order to rationally develop, utilize, protect and manage water resource , control water disasters and achieve the implementation of water law of the people's republic of china, this thesis realizes the Water Remote Monitoring System of wireless network, based on analysis of computer monitoring technology at home and abroad, integrated expertise and experience of water resource conservation by using technology of communications, computer measuring and controlling, automation and GIS.The system adopts the hierarchical distributed structure. The first layer is the monitoring center computer. The second layer is the Zigbee-GPRS-Internet communication network. The third layer is the tracking control terminal. Computer control center is located in water resources office, and terminal unit in the scene of water resources. Through the GPRS-Internet, System achieve the telecommunication with network node of Zigbee. In Zigbee network, tracking control terminal achieve the low-distance communications with another with the protocol based on TCP/IP in Zigbee. This protocol is designed by ourselves from the CDT and Polling communications protocol. The system is developed by Delphi7 , SQL server 2000 relational database and mapinfo8 software. Database is designed. System use integrated map development across the platform, OLE automatic technology, multiple threads technology and dynamic link a library to achieve the real-time interaction between user and the mapinfo application server.The system realizes data transmission , data collection, analysis of data processing, remote monitoring and adequate information management. The system can control the extraction of water resources, reasonablely schedule the water resource and water resources fee collection. Through the analysis of user water information processing, system improve the water resources management. Test results indicate that data transmission speed is high and reliable. it achieved the anticipated design requirement with good value of application and popularization, is a powerful tool of implement of water law.
