Initial Explore To Establish Civil Digital File

Ground on the development of archival science in China, this research focuses on the civic personal electronic record and investigating the significance of its construction, analyzing the feasibility of its implementation. Moreover, this research takes further step to explore the construction mode of civic personal electronic record as well as the problems emerges during the process and their corresponding solution. Through literature review of the existing research, this paper aims to gain deep understanding of the archival science, in order to build a theoretical foundation. By the means of questionnaire survey in Internet, this research attempt to investigate the knowledge of public in terms of personal record. Based on the social reality and technical enhancement, the construction mode and problems have been elaborated with suggestion of solutions. The results indicate that public still lacking knowledge of their personal record, although certain construction has been achieved, the problem of disequilibrium exists. This research proposes three modules-collection, maintenance, utilization-to conducting the construction of the civic personal electronic record. Follow in proper sequence and make steady progress to resolve emerging problems through centralization of management, strengthening cooperation and communication among departments, completing corresponding legislation, and necessary technical supporting.
