| The use of net-mediated public sentiment is an important way for the chinese public policy making which should be scientific and democratic. With the rise of the internet, the original unilateral information transition between the government and the public turn into the bidirectional exchange. This means that the public can communicate with the government by the internet, and their participation can influnce the public policy making bottom-up, therefor, as the most promising expression channel except that the government predefined, the internet is paid more and more attention to, and so dose the net-mediated public sentiment. The net-mediated public sentiment as a new phenomenon in the internet era, has an impact on the country political life especially on the public policy making, and it's influences are gradually reflected. Meanwhile, the research on the net-mediated public sentiment, especially on the relation between it and the public policy making, which is lagging behind relatively. Therefore, how to make clear the formation and development of net-mediated public sentiment, systematically analyze and summary the relation between it and the public policy making, and then analyze the impact of the net-mediated public sentiment to the policy making, has become especially important and meaningful.On the background of the net-mediated public sentiment and public policy making and in the frame of theoretical analysis of Policy process theory, the process of the public policy making in this paper is divided into three stages:the formation of public policy issues, the building of public policy agenda, and the planning of public policy programs. And then, with the event of "Tangfuzhen" which triggered the new regulation of civic building relocation as an example, the paper analyzes the impact of the net-mediated public sentiment to every stage of the public policy making.This paper believes that the net-mediated public sentiment can engage in every stage of the public policy making, and then have different impacts on them, which are mainly embodies in:push forward the formation of public policy issues with "network focal incident" for convertion symbols; prompt the building of public policy agenda with the traditional media and expert's surpport and interaction; have an impact on the planning of public policy programs depending on the action of "solicit opinions from the general public". However, the net-mediated public sentiment have limitations of their own, and the effect of it on policy-making is limited because of the government's restrictions, as well as the lack of relevant laws and regulations that regulate and safeguard it, so the net-mediated public sentiment to the process of public policy-making is limited.At last, centering on the limitations of net-mediated public sentiment to the process of public policy-making, the paper provide some policy proposals which the government put to use the net-mediated public sentiment that have an effective impact on the public policy-making. These proposals aimed at making the net-mediated public sentiment have an effective impact on the public policy-making by joint efforts of the public and the government and the other main inter-related, and avioding the negative effect at the same time. As a result, we can ensure the policy-making correctly by guiding the net-mediated public sentiment efficiently, and speed up the scientific and democratic process of chinese public policy making. |
