The importance of prevention and control of environmental security is self-evident. Due to the environmental accidents have many characteristics such as sudden outbreaks, severity of harm and the impact of extensive and long-term, once the environmental accidents come out, they can not only cause huge economic losses but also pose a serious threat on people's health and safety even the social stability. Therefore, it has become a priority agenda and important for the environmental protection department urgent to take effective measures to prevent and control various types of environmental security incidents and to increase emergency response capacity of these events.Prevention and control of environmental security system is a complex integration project, including not only the integration of hardware and software, the integration of modern information technology and monitoring techniques, the integration of process controlling and end monitoring, the integration of monitoring data and overseeing standards, the integration of environmental information and management standards, but also the integration of environmental information releasing and decision supporting.By studying the development and achievements of environmental information technology at home and abroad, based on regional environment automatic monitoring data, this paper design and implement a 3D GIS-based region environmental safety control systems. The system is supported by GIS, large database systems and wireless and wired network communications system. The system has functions of automatic environmental emergencies monitoring, alarm, rapid positioning, class origin and buffer analysis. System can quickly and accurately locate the source of pollution and calculate the extent of pollution incidents by automated analysis, collecting basic information and data. The system can simulate 3D diffuse types of pollutants and trends, through the use of mathematical models related diffusion theory. According to the environmental emergency disposal knowledge database and disposal of process knowledge database pre-defined, the system can provide emergency and contingency plans related to personnel, vehicles and supplies for emergency command.The system provides advanced technical support and basic data for environmental regulators through the development and implementation. So they can handle the situation as fast and effective as they can. The timeliness and effectiveness of the environmental monitoring greatly improved the level of urban environmental air quality.
