Comprehensive National Power includes Hard Power and Soft Power. With the policy of "Reform and Opening up" has been implemented for more than thirty years, China's soft power has been significantly enhanced, while the soft power seems very "weak", which is disproportionate with the development of the country. Chinese culture's external dissemination, as an important measure to improve China's soft power, has been more and more concerned by the government departments, research institutions and other communities. This paper takes Harold Lesswell's "5W" model as a perspective to analysis the poor performance of Chinese culture's external dissemination to find out what the problems are, based on which, the paper then puts forward several solutions. Besides the preface and conclusion, this paper consists of three chapters.In the first chapter, the paper expounds Lesswell's "5W"model; then from the perspective of improving the national cultural soft power,the paper points out the strategic significance of culture's dissemination. To definitude the two points is to define the idea and thread of culture's dissemination.According to "5W" model, the second chapter analysis the problems in the contemporary Chinese culture's dissemination from the following five aspects:Who, Says What, In Which Channel, To Whom, and With What Effect.The third chapter puts forward five solutions to the problems, including to expand different communicational organizations, to train the disseminators; the content should include ideological values from the traditional culture and the contemporary advanced culture; to build diversified dissemination channels; to deeply analysis the dissemination audiences and to track and feedback the results of the dissemination.
