Wireless sensor network is a kind of burgeoning network, which mainly through the distribution of sensor nodes in certain areas the relevant data nearby was collected. After processed, the data will be eventually transmitted to users. Delay tolerate mobile wireless sensor network (DTMSN) is a special kind of wireless sensor network and can be applied in the network which has some delay, such as space exploration. Throughout the wireless sensor network, data transfer protocol is the key point and also a hot spot problem, because only by designing a better data transfer protocol, the data can be more accurate and be transmitted more rapidly in real application. Due to the particularity of sensor networks, how to make in the lower delays and smaller energy consumption of transmission under the premise of success rate is one of the key points. In delay tolerate mobile wireless sensor network, it is different from traditional wireless sensor network, mainly displaying in high mobility of nodes, communication between nodes with intermittent, the changing of the network topology. Because of the nature of these unique above, the old data transfer protocol has not applicable in traditional wireless sensor networks. How to balance among the energy consumption, data delay and transmission rate between has become a very important question in delay tolerate mobile wireless sensor network.This paper first analyzes the advantages of existing data transfer protocol in the delay tolerate mobile wireless sensor network. Based on this specifically target, it presents a new data transfer protocol. In this new type of data transfer protocol, data transmission process is divided into two stages: data receiving stage and data forwarding stage, fulfilling through the analysis of the relative movement and"Hand up mechanism"to achieve, and combining the design and implementation of detailed algorithm, mainly through the state of relative motion between the nodes and the node's own capacity for analysis.In the data receiving stage, the main work is selecting receiving nodes from the data neighbor nodes according to the conditions set by themselves. After the data has been received, then goes to access of the data forwarding stage immediately. In the data forwarding stage, the main work is selecting forwarding node from the data receiving nodes. Node which is selected to be forwarding node can forward the data out. The mechanism adopted by this stage is called "Hands mechanism". The hand up time is computed through analysis nodes' own energy and the distance to the sink node. The more energy receiving nodes' remaining and the closer to the sink node, the shorter hand up time is. The node which is selected to be forwarding node forwards the data out, while the other nodes discard the data received.
