In recent years, software outsourcing enterprises have been facing increasing HR difficulties with challenges such as knowledge accumulation and lack of knowledge innovation. Based on the analysis of explicit and implicit knowledge, knowledge management models, knowledge strategy, knowledge creation, knowledge sharing, knowledge crisis, knowledge networks, knowledge management, and organizational learning, this paper proposes a DSECI model to provide a low-cost Web2.0-based knowledge management solution for software outsourcing enterprises.The model is a combination of knowledge space theory and traditional SECI knowledge management model, and adapts to the recent trends of knowledge management strategy that re-focuses on people as the main carrier of knowledge creation and transfer. The model also reflects well the knowledge management methodology of people-centered "community of practices" and "knowledge network". A system built by the DSECI model is quite different from one built from traditional knowledge management systems which depend on heavy-load use of large-scale database and expert knowledge systems. Our proposed DSECI model provides great flexibility by building all kinds of light-way "community of practices" to solve the challenges of knowledge management that include "knowledge island effect" and "customer binding effect" as well as the problem of human resource retention software outsourcing enterprises face under the current contexts of China's rapid economic development.We implemented the DSECI model with "Ba" as the core design and online "theme community " and "expert community" as the main platform. Using microblogging, open framework PHP, and a third-party wiki platform, we have built a light-load knowledge management system for software outsourcing enterprises. The system consists of two subsystems: an implicit knowledge management subsystem and an explicit knowledge management subsystem. The former provides a platform for the online "theme community " and includes a short message distribution and communication subsystem as front-end and an information management subsystem as back-end. The latter provides the platform for the online "expert community" and uses open source third-party platform to manage explicit knowledge. Experiments show that all parts of the system perform to design specifications and the overall system meet the basic requirements of knowledge management for software outsourcing enterprises..
