In the past twenty years, as the increase of population and the development of industry and agirculture, large amount of demmestic and industrial sewage containing rich nutrients such as nitrogen and phosporus is disposed into lakes, which significately accelerates the eutrophication process of lakes. The goverment has invested huge sums on the research of monitoring water quality parameters such as total nitrogen and total phosphorus which leads to the eutrophication process.In this paper, we introduced the process of the study of water on-line monitoring system, as well as the purpose and significance. Also, we analyzed the features and advantages of this system and emphasized the importance and necessity of studying the eutrophication process of lakes. What is more, in the paper, we also proposed a possible design of the monitoring system, introdcued the function of each part of the system and described the collaborative work between central monitoring station and monitoring substation.In this paper, based on the analysis and comparison of data collectition systems, we designed a wireless water monitoring system on the basis of ARM, which can monitor many water quality parameters simultaneously: temperature, water level, pH, total nitrogen and DO (dissolved oxygen). The monitoring substation mainly accomplishes to choose the type of the sensor and to design I/V circuit and analog to digital convension circuit, with processing data and analyzing error. In the transmission of monitoring data, GSM network that is developed fairly complete now is introduced to the information technology and communication, using its short message service for remote transmission of data. In the design of the central monitoring station, realtime monitoring information is provided to the administration section and users in the form of Web page, achieving the aim of resource share. This study can help the administration department to monitor the water quality and reduce the worker's working intensity, which makes the envirenmental administration more scientific and standard.
