There exists a considerable imbalance in the development of broadcast and television industry geographically between China's east, middle and the west regions. Although channel and frequency resources are almost evenly distributed among the east, middle and west regions, the client bases, assets, advertisement, industry size, operating capabilities and sustainability vary greatly between these regions, leading to a contrasting competitive landscape with strong east and much weaker west.This article to Gansu L television of system sowing separation reform for cases, through system innovation theory, combination radio and TV industry features and Gansu L television of actual status, focuses on the system innovation of Gansu L television, analysis the bottlenecks in Gansu broadcasting TV industry development, summaries Gansu L television's experience in implementation system sowing separation in the course of breakthrough the system obstacles. The necessity, current situation and problems of promoting separation of production from broadcasting are explored, on the basis of which key countermeasures are proposed to deepen the ongoing reform in Gansu L television station.The problems faced by Gansu L television are commonly seen in the west regions.
